I know no greater impurity than what has been conceived within the walls of New Hope, and no act more dishonorable than what is effectively the imprisonment and torture of children. Furthermore, the untruths told by Dr. Niles Samson and his team to protect themselves and their efforts from scrutiny indicate disloyalty of the greatest severity. The Trial of New Hope was a joint criminal prosecution in Tyrus of the staff at the New Hope Research Facility charged for the imprisonment and torture of children, and obstruction of justice.

Chairman Monroe filed charges in circa 50 B.E. against Doctor Niles Samson and all staff at New Hope, including Doctor Torres and Doctor Van Neil. Established to house and treat the children of Imulsion miners who were afflicted with Rustlung, Monroe claimed Samson and his staff imprisoned the children there and used them for genetic experiments. Project New Hope involved Samson and his scientists injecting the children with concentrated Imulsion to study its effects. Many of the children's Rustlung progressed and resulted in their deaths. Others underwent mutations that Samson saw as beneficial rather than harmful. One female subject, Myrrah, displayed a highly responsive immune system and decelerated aging. One male subject, Ukkon, displayed an accelerated healing to the point of physical immortality. Upon learning Imulsion's propensity to mutate and alter DNA, Samson considered experimental evolution.

Using the DNA of animals from the Hollow, Samson mutated the children, except for Myrrah, into chimeras called the Sires. Disfigured and distempered, the Sires were also highly aggressive. Ukkon was the first of the Sires and maintained his sanity, the rest became animalistic and would attack staff members. Multiple people, including Doctors Doug Sato and Stephanie Zimmer, resigned from New Hope and leaked information to the press about the work at New Hope which led to some media outlets to make inquiries of the Department of Health. Private Sid Redburn, the primary whistleblower, made contact with Chairman Monroe through family friend Colonel Tolman after Samson intercepted Redburn's letter about New Hope's activities. Shortly after, Monroe arrived to New Hope with Sovereign Directive 10345, ordering all activities at New Hope to be terminated and that all staff report to the House of Sovereigns in Ephyra, Tyrus on the 13th of Bloom of that year to stand trial and face judgment.

Unknown to Monroe, a fringe political party operated within his administration. Believing in Samson's work to both cure Rustlung and offer the COG Army possible canon fodder to help end the Pendulum Wars, they relocated Samson, all New Hope staff, and several key subjects to hidden, underground genetics laboratory inside the caves of Mount Kadar. Those indicted never appeared before the House of Sovereigns. All records of New Hope were sealed and classified. The COG searched for Samson and the children for years, but were never able to locate them. The work at the Mount Kadar lab eventually led to the creation of the Locust.
