The New Ephyra Outpost[1], also known as Franklin's Outpost, was a Stranded settlement in Ephyra, located on the intersection of 8th and Oldston street beneath an elevated railway.[2] It was built as a fortress, with entrances and exits blocked by heavy metal doors made from scraps of junk, and guard posts that held massive Troika Machine Guns. Within its confines lay a small community of human survivors, including what appeared to be propane salesmen, gamblers, drunkards, and housewives who grill Kryll and rats outdoors. The base was led by de facto leader, Franklin Tsoko, who possessed a Junker called "Laverne". It was housed and fueled at Chap's Gas Station, and at least two checkpoints had been set up between them for added security in the crossing between the two locations.

Franklin's outpost was created by leader Franklin Tsoko sometime after the Fall of Ephyra in Frost, 10 A.E. Despite the fact that the Locust occupied Ephyra, the city was safer than most cities as it was still located on top of the Jacinto Plateau. The city's importance and proximity to Jacinto City also allowed Gears to patrol Ephyra, helping defend the Stranded - even though they resented them and their jurisdiction. However, at some point, Franklin Tsoko opened a relationship with Cpl. Dominic Santiago, who frequently visited the outpost and gifted the Stranded with rations and supplies. In exchange, Tsoko would use his connections to help find Cpl. Santiago's missing wife, Maria Santiago.
Lightmass Offensive[]
During the Lightmass Offensive, the settlement was under siege by the Locust, with forces including Drones, Boomers, Snipers and Grenadiers. Delta Two held off the Locust Horde with some help from the Stranded militia, but ultimately it was the timely arrival of the rest of the squad with Laverne that saved them. To defend it, Marcus had a range of weaponry to choose from, including the Longshot and Frag Grenades. The walls also housed a Troika, which Marcus used to mow down the Locust with a stream of bullets. However, a massive Emergence Hole erupted inside the walls. Marcus acted quickly to save the Stranded, killing the Boomers before heading off to the Lethia Imulsion Facility in the Junker. At some point after Delta Squad helped fight off the Locust invasion, the outpost was destroyed. Whether it was simply abandoned after the attack or was destroyed in a later attack is unknown. Chaps at least survived and moved underground for protection.
Swarm Invasion[]
Battle of Old Ephyra[]
During the Battle of Old Ephyra in 42 A.E., Delta-One passed through the former entrance to Franklin's Outpost, long since abandoned, in a Minotaur while retreating to the New Ephyra defensive wall. A collapsing pillar from a nearby building obstructed the Minotaur's path, forcing Delta to get out and defend the vehicle from the pursuing Swarm. Delta fought around the entrance to the former outpost, contending with a Carrier and Flocks in addition to Drones. After clearing out the Swarm, they re-boarded the Minotaur and continued to the wall to help the COG make a final stand against the Kraken.[3]
