The Locust Council was the formal body of advisers to the Queen of the Locust Horde. Its members were top ranking officials in the Locust Army, the Trinity of Worms, and the Locust's science division. Acting as the inner circle, the Locust Council formally advised the Queen on the Horde's current state of political, military, religious, and scientific affairs. The headquarters of the council were located in the Royal Palace of Nexus. Due to many of its members being killed and Nexus destroyed, the Locust Council dissolved by 14 A.E.
History[]
Founding[]
Following the rebellion at the Mount Kadar Laboratory where they were created, the Locust escaped and fled deeper into Hollow within Mount Kadar. Around 30 B.E., the Locust Horde established their capital city of Nexus. Their creator, Myrrah, established herself as Queen of the Locust due to her control of the Hivemind. Because of the Locust's innate worship of their Queen, Myrrah allowed the Locust to be of their own free-will. As they developed their civilization, Queen Myrrah founded the Locust Council to advise her on various aspects of her people.
After the creation of their military, Queen Myrrah appointed Sraak as Uzil, or High General, of the Locust Army. As the Kantus developed the Locust's religion of the Trinity of Worms, Queen Myrrah appointed Droak as Ketor, or High Priest, of the Trinity of Worms. Ukkon, a Sire who had been with Myrrah since childhood at the New Hope Research Facility, was appointed as the Lead Scientist of the Locust Horde due to his ingenuity. Sometime during the development of the Locust civilization, Droak the First died. Myrrah appointed his successor, Vrol, as Ketor of the Trinity of Worms. All Council meetings were held in the Locust Council Chambers within the Royal Palace.
Lambent War[]
In the decades following their colonization, Locust and other creatures of the Hollow became infected by Imulsion, transforming into what Myrrah called "Lambent". The Lambent were mindless and violent in their attempts to infect or kill all uninfected forms of life. Upon death, the Lambent would explode and release Imulsion fumes in an attempt to infect others. By 7 B.E., the Lambent waged a war against the Locust over control of the Hollow.
In the following seven years, Uzil Sraak affirmed that the Hollow was the Locust's by birthright, and pledged to end the war and secure their place underground. Myrrah, however, believed the Locust could evacuate the Hollow and colonize the surface. Though it would mean waging a war against humanity, Myrrah became desperate to save her own people.
In 5 B.E., Myrrah came into contact with human scientist Professor Adam Fenix. Following the footsteps of his wife, biologist Doctor Elain Fenix, Adam reached out the Locust despite them being responsible for killing his wife after she discovered their people. Myrrah saw Adam's potential and, without knowledge of the council, offered to spare humanity if he could provide a solution to the Lambent epidemic that would not harm the Locust.
During the seventh year of the Lambent War, Vold RAAM believed that the Hollow would fall to the Lambent. RAAM challenged the position of Uzil Sraak by approaching Myrrah directly. He then arranged a coup by having Vold Karn pull back their forces and allow the Lambent to attack the Temple of the Trinity in order to convince Ketor Vrol of their supposed doom after being informed of a prophecy by Skorge, a friend of RAAM's. After the attack, Myrrah was convinced and promoted RAAM to Uzil, demoting Sraak to Vold, and arranging for the attack on humans of Sera. Vold Karn was also appointed to the council after he was promoted to Zamil.
Locust War[]
Six weeks after the end of the Pendulum Wars, the Locust began their genocidal war against the human race in a surprise attack known as Emergence Day. Uzil RAAM personally led the Emergence in Jannermont, but was attacked by Vold Sraak. In response, RAAM ordered the Theron Guards to open fire on Sraak, with RAAM executing him for treason by removing his heart. Meanwhile, Zamil Karn led the Fall of Gorasnaya.
Several weeks later, Karn led the Destruction of Halvo Bay, but was eventually killed by Kilo Squad. In 1 A.E., shortly after the Hammer of Dawn Strikes, Ukkon was killed by Myrrah's estranged daughter, Reyna Torres in 1 A.E. At some point during the war, Ketor Vrol died and was succeeded by Skorge. During the Lightmass Offensive in 14 A.E., RAAM was killed by Sgt. Marcus Fenix aboard the Tyro Pillar attempting to prevent the COG from launching the Lightmass Bomb. RAAM was unsuccessful and the Lightmass Bomb destroyed the Outer Hollow.
In the aftermath of the Lightmass Bomb, the explosion awoke the Riftworm. Due to the Riftworm's presence and the final wishes of RAAM, Ketor Skorge was promoted to Uzil and led the sinking of Tollen and Montevado in order to sink Jacinto City and flood the Hollow with seawater - drowning the Lambent and denying the humans their last safe refuge. In response, the COG launched Operation: Hollow Storm. Skorge defended Nexus and Myrrah, but was killed aboard his Hydra mount by Delta-One.
The Locust Council was disbanded in 2nd Frost, 14 A.E. when Nexus was destroyed in flood during the Sinking of Jacinto City. The Locust fractured into two groups: the Queen's Guard and Savage Locust, differentiated by their loyalty to Queen Myrrah.
