The Council of Sovereigns was a deliberative assembly that served as the legislative branch of the sociopolitical collective known as the Coalition of Ordered Governments.[1][2][3] Following the establishment of the Coalition, the Tyran capital city—Ephyra—became the political and economic headquarters of the international alliance, hosting the Council of Sovereigns in the monumental legislative structure known as the House of Sovereigns.[1][2][4] Although the member-states of the Coalition appointed an unspecified number of delegates to represent their interests in the capital city, the national leaders controlled these delegates from their homelands.[1][3][5] This international arrangement dictated that the majority of important legislative decisions occurred through the global communications network.[1][5]

Although the pressures of nearly omnipresent warfare gradually reduced the influence of the Council of Sovereigns, the Coalition Constitution initially granted the deliberative assembly a significant collection of powers.[3][6][7]


Although important situations required its membership—the political leaders of the member-states of the Coalition—to convene in the House of Sovereigns, the international nature of this government dictated that the majority of its business occurred through the global communications network.[2][5] The executive office of the Chairman—assisted by the Deputy Chairman—served as the leader of the Council of Sovereigns, establishing the legislative agenda and petitioning the members for their support.[1][3][8] The Coalition Constitution outlined the procedure and powers available to the assembly, including its ability to select the Chairman from among its ranks.[3][6]

Following the conclusion of the Pendulum Wars, the structure of the Council of Sovereigns prevented the Coalition from organizing a cohesive and effective response to the Locust Horde.[9][10] Through the emergency authority accorded to his office by the Fortification Act, the acting Chairman—Richard Prescott—effectively terminated the Council of Sovereigns and declared martial law.[6][7] The subsequent Hammer of Dawn Strikes massacred approximately ninety percent of the total human population, which presumably included the remaining members of the Council of Sovereigns.[11][2][12][13][14]
