The Coalition Constitution was a document that outlined the structure and processes of government in the Coalition of Ordered Governments.[1][2] This document contained several clauses that detailed the voting procedure in the Council of Sovereigns, the sequence of governmental succession, and the plenary powers of the Chairman.[1][2][3] Furthermore, the constitution regulated the use of the Fortification Act—a wartime legal instrument that granted emergency powers to the office of the Chairman.[2] The constitution permitted the Chairman to unilaterally impose the Fortification Act without the approval of the Council of Sovereigns; however, this remained inadvisable since the Chairman could only enforce such a decision by declaring war on the other member-states of the Coalition.[2]

The Department of Justice and Security was responsible for implementing the articles of the constitution throughout the Coalition, while the office of the Attorney General advised the Chairman and the remaining members of the government on the constitutionality of their political actions.[4][5]
